What is CARM and do I have to use it?

CARM stands for the CBSA Assessment and Revenue Management system. It is the Canada Border Services Agency's online platform that all commercial importers must use to manage their import account, pay duties and taxes, and post financial security. Since CARM became the system of record, every importer needs a CARM Client Portal account — there is no opting out if you import commercially into Canada.

How do I register for the CARM Client Portal?

You register on the CBSA's CARM Client Portal using a GCKey or a Sign-In Partner, then link your business using your Business Number (BN9) and your RM import program account. The first person to register becomes the Business Account Manager, who can then delegate access to employees and to your customs broker. The setup involves identity verification and affidavit-style validation questions, which trip up many importers — we handle the full registration for you for $200.

What is broker delegation in CARM?

Delegation is how you authorize your customs broker to transact on your behalf inside CARM — submitting accounting, viewing your statements, and managing entries. You grant this access from your CARM Client Portal account; your broker cannot add themselves. Once you delegate authority to J.W. Smith Customs Brokers, we can manage your import accounting through CARM while you retain full ownership of your account.

Do I need my own financial security in CARM?

Yes. Under CARM, importers can no longer rely on their broker's bond to get Release Prior to Payment (RPP). Each importer must post their own financial security — either a D120 customs bond or a cash deposit — to have goods released before paying duties and taxes.
